How Waterline analysis works
Initiatives are ranked by business priority and evaluated top-down against available capacity and budget. The line falls where capacity runs out: everything above is a portfolio the organization can staff; everything below is demand awaiting capacity, budget, or a priority decision.
Move the line — by changing capacity, budgets, or priorities — and the funded set updates with it. The decision is visible, and so is its cost.
Why it changes portfolio reviews
Without a shared constraint, portfolio reviews argue about opinions. With a Waterline, the discussion becomes concrete: to fund the program below the line, name what moves above it. That is what makes funding decisions objective, data-backed, and defensible in front of any review board.
