The PDWare Portfolio allocation algorithm uses the capacity of a
resource (as specified on the Resource Capacity sheet) to meet
demand starting with the highest priority projects. When there is
no remaining capacity, we stop "allocating" to meet demand for that
resource.
The application never changes any values entered by the
responsible users. The allocation algorithm is used only for
highlighting and analysis purposes.
There are several optimization options that trigger allocation of
unused capacity to meet skill or resource supply shortfall.
